Aram Meymaryan, Deputy Minister of Environment of the RA, presented the draft Law “On Climate” and the package of 10 related draft laws at the January 19 session of the National Assembly.
The initiative defines the necessary and authorized standards for the development and implementation of climate policy, as well as the key concepts in the field to ensure their uniform interpretation.
Deputy Minister Aram Meymaryan noted that Armenia has ratified the UN Framework Convention on Climate Change and the Paris Agreement adopted under it, thereby undertaking voluntary commitments to reduce greenhouse gas emissions.
The draft law:
- regulates the institutional framework for the development, implementation, accountability and coordination of climate change mitigation and adaptation policies in the Republic of Armenia, as well as legal relations between the state, governors, communities, individuals and legal entities;
- provides for the establishment and improvement of systems (including permitting, accounting, corporate and national reporting) and mechanisms (market- and non-market-based instruments) to ensure the effective implementation of climate policies;
- defines the necessary and authorized norms for the development and implementation of climate policy and clarifies key concepts in the field to ensure their uniform interpretation.
